I think rather than let the Democrats get sucked into Karl Rove's frame of the issues,
why don't they just run on

This is not what America is about

Go with what we will do that is positive, avoid endless defensive arguments

About wiretapping

This is not what America is about, we can make America safe without snooping into
the personal lives of our fellow citizens.

About immigration

This is not what America is about, we are not a country to put people in jail for crossing the
border, we can protect our borders by helping Mexico provide jobs for its people.

About Katrina

This is not what America is about, when there's trouble we come to help our fellow citizens

About Nazi name calling

This is not what America is about, we respect difference of opinion, we support a free press,
we do not believe in persecuting someone with name calling merely because they disagree with
us.

I have been racking my brains to come up with a framing to avoid the Rovian strategy, I saw
the pundits very carefully stepping around the Republican talking points this morning. We won't
win like that.

Only $44 billion of the $110 billion approved by Congress has been spent on the recovery so far. Much of that went for no-bid contracts to Halliburton, Bechtel, and other well-connected corporations that have reaped a huge windfall from the disaster. Meanwhile, thousands of people are still homeless as debate rages on about whether to rebuild or simply do away with the large poor sections of the city that were hardest hit.

Wednesday’s editorial in the Detroit Free Press urged the President to stop making Pollyanna pronouncements and "get a clue": Half of New Orleans residents have not returned, the levees are not adequately repaired, there is still no electricity in about half of the affected area, hospitals are still closed, and mental health services are missing for the people who are still there, living in FEMA trailers and dealing with incredible hardship and stress. These people need more than upbeat speeches from Federal officials. They need concrete help.

These, as well as Senator Jack Reed's "The Republican Plan to Be in Iraq Forever," are self-interest frames that accepts the "cut and run" frame and says it is in our interest to leave. We "pay," we "die," we are stuck there forever. As long as Democrats accept the war-against-evil frame, any self-interest framing will be treated as immoral -- acting as a coward, letting evil win out, and endangering our troops.

In an occupation, there are pragmatic issues: Are we welcome? Are we doing the Iraqis more harm than good? How badly are we being hurt? The question is not whether to withdraw, but when and how? What to say? You might prefer "End the occupation now" or "End the occupation by the end of the year" or "End the occupation within a year, " but certainly Congress and most Americans should be able to agree on "End the occupation soon."

In an occupation, not a war, should the president still have war powers? How, if at all, is the Supreme Court decision on military tribunals at Guantanamo affected if we are in an occupation, not a war? What high-handed actions by the President, if any, are ruled out if we are no longer at war?

Telling an inconvenient truth takes some political courage.
