Anybody out there proficient about the National Guard?

Under what statute or law was Bush authorized to deploy the National Guard to Iraq? Did Congress have to authorize this, or was this another one of his Dictator decisions? Surely now that it has become clear that Iraq was not an imminent threat to the U.S., whatever logic or argument he used to send them there has long been moot.

It's always pissed me off to no end that this administration is misusing and abusing our National Guard. We will get to a point in the not too distant future where we really need our National Guard and they won't be there for us. Katrina was a good case in point.

This could devastate our National Guard for years to come.
