Rummy used that label yesterday against anyone daring to criticize he and w's lovechild war(s), and he used the silly term that has been floating around for decades, 'blame America first', which is the all purpose insult line.

How dare an American blame America when it obviously fucks up? Should we blame America second, or third or fourth? If America did something wrong, yes, it will be blamed, and it ususally is the first to be blamed, and the first to deny blame.

I'll tell you who we blame Rummy, and it ain't America, its you and all the sick fuckers like you that get the blame mother fucker, not America.

Rummy's just playing it up for the knee-jerk nationalist "love it or leave it" crowd, while anyone with a brain already knows his tired tune for the rank pile of cow manure it is.
