Is the FBI worth all the money they get and the damage they do?

Seems to me that most every major apprehension of the MOst Wanted happens by sheer accident or common police work. Case in point the polygamist. He was caught during a routine stop by a State Trooper for a driving violation. The Unibomber was turned in by his brother, and a lot of other Most Wanted caught from the TV program.

2. The same question could be asked of the CIA

They've missed every major event that has come down the pike for the last 30-40 years. As for the FBI, no I don't think we are getting a acceptable return on our investment. Also, they need to change the name on the FBI Building in DC. Hoover broke more laws than any gangster or drug smuggler ever did!!
