Joe Biden: A plan for Iraq
First, the plan calls for maintaining a unified Iraq by decentralizing it and giving Kurds, Shiites and Sunnis their own regions. The central government would be left in charge of common interests, such as border security and the distribution of oil revenue.

Second, it would bind the Sunnis to the deal by guaranteeing them a proportionate share of oil revenue. Each group would have an incentive to maximize oil production, making oil the glue that binds the country together.

Third, the plan would create a massive jobs program while increasing reconstruction aid -- especially from the oil-rich Gulf states -- but tying it to the protection of minority rights.

Fourth, it would convene an international conference that would produce a regional nonaggression pact and create a Contact Group to enforce regional commitments.

Fifth, it would begin the phased redeployment of U.S. forces this year and withdraw most of them by the end of 2007, while maintaining a small follow-on force to keep the neighbors honest and to strike any concentration of terrorists.

2. And if this were 2003 it might have a chance.
It is too late for making a fresh start in Iraq, too late to develop a plan for a post Saddam Iraq, too late for all that. The game is over and we need to get out. The people of Iraq will make their own plan.

Are you sure that one Iraqi won't take control and then -- using censorship, secret police, and concentration camps --impose a plan on the people of Iraq?

12. I don't think "the people of the USA" is synonymous with GWB.
Similarly, "the people of Iraq" might not be synonymous with some future Iraqi XYZ.

Why do you think you have a say in what sort of government the Iraqis have?

On what basis do you conclude that I think that?

I'm sure it is none of my business.

That's sounds like what the people who are currently in the White House would want an International Criminal Court to say about any event in the USA.

3. What's wrong with this plan? It is the first one I've seen that looks like
it has a chance of working, and with the us getting out part combined with the jobs for Iraqis, might just appeal to all the parties concerned.

What am I missing? :shrug:

6. What the Dems should be doing
This, to me, is exactly what the Dems should be doing. Discussing alternatives and various options along with possible consequences. The American people want ideas and choices- * only has one idea and that is we stay to the last Iraqi is dead and make Iraq the 51st state. The majority of the country is fed up with the Bush Crime Family, but the Dems are allowing themselves to be labeled as 'cut and run' with no ideas.
