If Bush is really stupid, he won't notice this is begging the question.

I don't think he is quite as stupid as most of us think. Incurious and ignorant, but not stupid. If he was really stupid, his remarks and actions would be more random, but they always serve his very narrow business agenda with just enough fake reliosity to rope the rubes into the tent.
