Boy Charged For Meowing At Neighbor Lady
JEANNETTE, Pa. -- Meow. A Pennsylvania judge is being asked to decide whether that word is a harmless taunt or grounds for misdemeanor harassment.
Police have charged a 14-year-old boy with that crime. Michael Loughner is accused of meowing whenever he sees his 78-year-old neighbor, Alexandria Carasia.

The boy's family got rid of their cat after Carasia complained that it was using her flower garden as a litter box. Now, she said, the boy makes meowing sounds every time he sees her.

He said he's only meowed at her twice.

"I've had to put up with this for three years," Carasia said. "As I walk by, I see Michael and his mother. He got on the porch and hid behind the bamboo screen and starts meowing. If I don't make this stop now, they're going to keep doing this to me. I shouldn't have to worry about walking out of the house and being harassed by this young kid."

3. Sounds like a guilty conscience to me
All she needed to do was eat a few oranges and sprinkle the fresh peels around her flower beds every day for a couple of weeks. She'd get a good breakfast and there is nothing a cat finds more offensive than the smell of orange peels.

When I still had outdoor cats, one of my neighbors complained, so I just kept her stocked up and the problem ended.

That's the sign of a sick individual. No animals deserves that. Yeah, the owner's wrong for not controlling it, but anyone who poisons someone's pet is cruel and sadistic.

over and over, if the neighbors couldn't control their pet. on the other hand, I might just hire someone to clean up the cat shit and bill the family for the daily service. if you can't control it, you don't deserve to have it. sorry.

134. I'm fine with that, but I have major issues with your original suggestion.
Also, if you're so concerned about your garden, there are inexpensive ways to deter critters from going in it. That will repel the neighbors' pets and wild animals.

that should work. Again, it's not my responsibility to keep your animal off my property on a consistent basis. Sure, if Kitty gets out once or twice and runs around, hey, stuff happens. if it's there every day, you have a problem.

173. It's not the cat shit that's bad, it's the smelly cat pee.
Maybe I'm in the minority, but I don't blame this old lady at all. She had an animal that wasn't hers pissing in her flower bed, stinking up the place, and now the kid is being disrespectful. Unless she's constantly bothering them, which the article wasn't clear on (said there was a history of disputes, but didn't say which party was the instigator) then the cat/dog/kid family should knock it off.

I guess the parents have control issues - couldn't control the cat, the dog, or their kid.

This kid is being a goddamned pain in the ass. His mother is doing nothing. And as far as the cat goes, OWNERS are responsible for their cats. It is not the old lady's job to clean up after the next door neighbors' cat.

Now, whether the teenager should be charged, I don't know. That seems a little extreme. But his mother SHOULD discipline him. And if I were that old lady, I'd yell back some insults to both the boy and his mother. They sound like rotten little people

I OWN a cat. You keep it inside. Or, if you let it out and you get a complaint from a neighbor, you enclose a place for it to run around in. Or you bring them inside.

And yeah, the meowing can get to be a pain in the ass. And the kid should have been disciplined by his parents.

Maybe you should be a responsible pet owner and keep your cat indoors. It's what vets, humane societies, and all domestic animal experts recommend, because it prolongs your cat's life.

You won't think you're so clever if your irresponsibility ends up with your cat being killed by a larger animal like a dog, or hit by a car.

If the cat wants to go outside, let her out in the back yard and stay with her so she doesn't leave it. Or, if you're too lazy to do that, get one of those cat enclosures so the cat will be able to get some outdoor time, without being exposed to risks like animals, cars, or sick people who like hurting animals.

In short...TAKE CARE OF YOUR CAT!

I did have one cat I decided to keep inside. That plan lasted about a month. She wanted to go outside and hung out in the yard when the weather was nice. And lucky for me, my neighbors never complained.

I have had cats all my life and if you neuter them, they don't roam. It is the ones on the prowl that cause problems and get into cat fights. So I neuter my cats. I also think it is inhumane to declaw them. Get them a scratching post and they will leave your precious furniture alone.

216. All of my mother's cats have been neutered
and they all roam up to at least a quarter mile. Fortunately, since she lives on a farm there aren't neighbors within roaming distance. Where I live, that same roaming distance would take the cat into 30 or so yards and across a major road.

All of our cats have been indoor cats. Our cat that currently wants to be an outdoor cat was neutered (and declawed) before he was turned loose/lost/escaped. Both veterinary age estimates at the time we rescued him and behavior indicate he was neutered at the appropriate age. Neutering notwithstanding, he had a roaming range that we have verified of at least 13 houses at the time we rescued him. We haven't asked beyond that.

As far as scratching - I've owned/lived with at least 20 cats, all of whom have had scratching posts, and none of whom left the furniture alone. Regular nail trimming,experimentation to find less claw attractive fabric, and living with a certain amount of frayed furniture is about the best option - either that or don't have cats.

Cats live much longer when they are indoor cats. We just lost one at 16.5 years, and her litter mate is still with us. I don't recall any of my mother's (or mine when I was growing up) lasted past age 10. We placate our outdoor "wannabe" cat by carrying him to the newspaper box every morning to get the newspaper. Seems to satisfy most of his outdoor urges. When he follows me to the door when it isn't newspaper time I pick him up, give him a him a nice snuggle, put him down pointing back up the stairs and he trots happily off. I have yet to have a cat that can't adjust relatively quickly and happily to being restricted to the indoors.

I have to sweep up the cat shit every single day and the dog shit a couple of times a week. Sometimes the cat pukes in the middle of the walk for good measure.

I don't want to be a bad neighbour, so I don't say anything, but I wonder, what kind of people are these pet owners? What are they thinking?

So it's useful to see how you think.

195. Only as a side point, no, cats do not always bury their feces
our neighbor's cat takes dumps in our yard, on the grass, and does nothing to cover it up. We have to clean it up. We happen to like our neighbors so we don't make a fuss about it, but it IS annoying.

My cat Puck loves going outside, but I live in a very urban area with lots of neighbors-so I take her on daily "walkies" on her leash. We stick to the sidewalks and streets, and everyone's happy.

On top of it all it's really unhealthy to garden in a garden that's full of cat shit.

this woman is like, whether she is one of those constantly on the phone to the police, humane society, etc. I had neighbors like that, they were hated by the entire neighborhood for their mean-spirited lack of ability to get along with ANYONE. so, yes, people meowed, mooed, snarled, hissed at them regularly, because they were complete and total pains in the ass. Even the cops got sick of them. quite frankly, if this woman is anything like my former neighbors from hell, I wish the kid well.

We live across the street from a park and she called the cops when my kids played basketball over there at 7:00 at night because the sign said "Park closed at sunset". So the cops told her "Lady, your neighbors could always just put up a basketball goal in their driveway, which is right outside your window". LOL

Even if giving up the pet was the parent's decision, in the boy's eyes, he probably feels that if it wasn't for the nasty old lady next door, he would still have his pet.

Also, the old woman could have taken steps to protect her garden from animals. This would have kept away both the boy's cat and wild animals.

185. When I was a kid, my parents taught me about personal responsibility.
It is in no way, shape, or form the old lady's responsibility to protect her garden from unwanted animals. As a pet owner, I'm responsible for where my pets go. It's not my neighbors' responsibility to put stuff on their grass or shrubs to keep my animals away.

The first time a neighbor called me to say that my kid was bothering them, I'd have a talk with my kid. The talk might be, "Leave Mrs. Crabtree alone - she's a pain in the ass" but at least I'd made certain my child wasn't harassing anyone.

It's really impossible to tell from the story. The kid could really be insufferable and maybe the woman had enough. OR maybe she was one of those cranky people who thinks all kids are up to no good, hates cats and wants to call the cops if someone so much as looks at her yard.

The thing is, there is no way any of us can tell which it is. We're all just speculating, and that those speculations more than likely from our own experience and have nothing to do with the actual situation. Given that, (on the surface anyway) it's a silly news item most people are just having some fun with. m'kay?

My neighbors have cats that are constantly in my yard. They get chased by my killer dachshund so all is good.

I have to say, the only problem I have with outdoor cats is that I don't want them to get killed or injured. I have deer and squirrels and raccoons as well. Should I kill them to keep the shit out of my yard?

I think this lady is one lonely old biddy. I wouldn't get rid of my pets for a neighbor, but I would try to make it so they didn't disturb anyone.

Frankly, I think the kid is pretty funny, but YMMV.

The kid's 14. Were you an angel at age 14? I wasn't. Not many of us are.

If she's undone by a 14-year old meowing her, how does she handle a real crisis? She could have fenced the yard affordably or used natural or chemical repellents.

A solvable problem, but no, she summons the cops.

"A neighbor kid is meowing at me, officer. It's unbearable and unpardonable. Please come and beat him within an inch of his life."

He should be sentenced to clean up her yard, do community service, or something else to remind him that this is human being he's harassing.

67. Harassment is a crime. Of course I don't know all the particulars here...
but then again, no one who's only read the news story knows all the particulars. What I don't get is people in this thread thinking the kid's right about having only meowed at her twice. I work with teenagers. I've seen plenty of bullies at that age take the stupidest shit and by constant repetition make someone's life a living hell just for the silly amusement it brings them.

When someone says they're being harassed, 99 times out of 100, they're not just making it up. They're not "begging for it", they're not "asking for it", and they aren't "getting what they got coming to them." Being bullied is a terrible experience and I believe this woman has been put thru the ringer by this little bully.

But again, I'm open to hearing new facts that will alter my perception of the problem.

(this story makes such a great metaphor), the woman can not win by ratcheting up the war with her neighbor.

The boy has plenty of teenage years left to make her life miserable, out of the pain and anger he feels over the loss of his pet.

She can only talk with him -- and not TO him, WITH him. She can listen to him, understand him, express her understanding of him, work out a solution with him, and thus MAKE PEACE with him.

If it were me (of course if it were me I'd have dealt with it in a way that didn't require the family to get rid of their cat in the first place), at THIS point, I'd work out an agreement that allowed him to have a new kitten, without violating whatever her boundaries were, and GO WITH him to bring home the new treasure.

It's really not so difficult.

for the bad behaviour of all three. :shrug: It's really that simple. One, the mom is a jerk (I'd use another word, but I'd be alerted) for getting rid of the cat. Second, the mom is a jerk for not telling her son to drop it in the interest of neighborhood harmony. I'm sorry, but the kid sounds like a little creep. My children no better than to behave this way. And we've had problems with neighbors who have had "issues" with pets in the neighborhood. I take care of the situation before it escalates into something such as this. I'm not saying the woman is not a jerk for suing, but I do agree she had every right to be pissed off and say something about a wayward cat using her garden as a potty.

He should be meowing at his parents who got rid of the cat, not the neighbor who, quite reasonably, didn't want to clean up after someone else's animals.

to all the people who think she was wrong to complain about it, can I bring my neighbor's irish wolfhound over to shit on your lawn? you won't mind, right?

I THEN WITNESSED SOMETHING NO ONE SHOULD EVER SEE -

She comes to my door in full clown gear, makeup and all. She does kid's parties for a living. And my creepy clown neighbor PICKS THE DOG SHIT UP WITH HER BARE CLOWN HANDS and throws it into the communal garden. Then gets in her car. Off to some kid's birthday party I assume.

It's difficult and often they'll make up stuff just to blow the how situation out of proportion. This woman could have taken steps to discourage the cat and other animals from messing up her garden. I doubt this cat is the only creature that has stepped foot on or defecated in her yard.

121. Well one was in an apartment building and the other one there
already was a fence.

Downstairs apartment neighbor would pound so hard on her ceiling that the whole apartment would shake if my 8lb cat jumped off the bed or if my 105lb self walked barefoot through the apartment after 7pm. Fortunately, my landlord realized the woman was a whackjob, so she never gave me any violations.

The second crazy animal hating neighbor would call us up to inform us that a "cat" had crapped on their deck. They knew we had cats, so naturally it was our cat. Nevermind the fact that cats bury their feces. They would also complain about our dog barking constantly when it was really a different neighbor. I'm sorry, but a 95lb German Shepherd does not yip.

So glad there's only one neighbor here and they have loud kids, atvs and pets, so they're easy neighbors who don't complain about anything (and we're fine with kids, atvs and pets).

Would bang on her ceiling too, while we were just quietly sitting around. Some people hear voices. I think she heard marching bands or something.

Once I had a friend over and she didn't quite believe the extent of my neighbor's insanity. We're in the livingroom and just talking normally. The laptop was playing some music (low) and all of a sudden. *POUNDPOUNDPOUND* Directly under where my friend was sitting. She was like, "holy shit, she actually manages to get directly underneath you!"

Another time I was watching tv over at my other neighbors (next door to crazy woman) and the cops ring the doorbell on a noise violation. He sees us watching a movie and drinking some beers and he's just like, "Uh...some lady called me out here on a noise complaint, but I didn't hear anything when I was outside, so just keep being quiet."

If I was sleeping and the cat moved, sometimes she'd run outside to see if my light was on, slamming her door loudly a bunch of times. Yeah, everyone was friends on the complex except for her. She had no friends.

All they had to do was be responsible owners, there are other options than just getting rid of the cat. No where in the story does it state that she's a cat hater.

Personally, I agree with the woman. It's pretty nasty to run into cat shit while you're gardening. It's unhealthy too (toxoplasmosis). BTW, I'm a cat owner, but I keep mine inside.

It's called personal responsibility.

but I can't imagine myself getting worked up about a kid meowing at me. I probably would have looked for a solution to the flower bed thing, too. The last thread I was reading before this was about homelessness, and the OP asked what people should do if they had no home, no money, no change of clothing, no anything. How do they survive, and how can they get their lives back together.

OF course, I have no answer to that, but comparing the serious issue of homelessness, and then coming to a thread about an old lady who is so upset about a 14 year old meowing at her was a bit of a shock. I learned from having only brothers when growing up that the most effective way of dealing with bratty boys is by ignoring them. If they are not annoying you, they'll stop.

on the subject of teenage boys. I'm the only girl out of a family of 5 children. My first two children were boys, and on my dad's side of the family, I only had boy cousins. Actually, most 14 year old boys are fairly easy to handle, unless they're really delinquents. This kid would have resorted to much more destructive means if he were that bad. He's just doing it because she responds to it.

My oldest brother used to sneak into my room when I was doing homework, seated on my bed, and throw snakes or frogs onto it. He stopped when I picked one of the snakes up and told it to take it with him when he left. I can still remember my oldest son, standing in the driveway waiting for me to get home from work, and greeting me with some question like, "You know that vase you used to have in the living room? How much did you like it?" It's just easier to let some things slide by you.

become a little too much for you to bear, perhaps it's time you move to a retirement or gated community near you.

I know all about how much better it is for cats to become indoor cats. However, I have had a cat for about 12 years. He adopted me and there is no way he would then or now become an inside cat (another story altogether). While I'd say at least 90% of the time he is around my patio and 100% of the time he will materialize when the dogs are being fed, I suspect 10% of the time he is out cattin'.

She could have solved her problem with 20 cents of Cayenne pepper or 30 cents worth of tin foil balls. Is it her responsibility? Of course not! So what? There are ton's of wild insects and animals that can attack your flowers. What she going to do about that?

I don't have any kids. Have I seen the kids, in my yard, doing some kid thing I'd just as soon they not. Yes. Does it matter in the scheme of things? No. Do I see kids out running along with their pet dogs our loose? Yes. Do I occasionally find dog shit in my yard? Yes. Is it my responsibility? No. Do I just clean it up and go on? Yes. So what? I hate cleaning up poop as much as the next person, but I've yet to have suffered any harm from doing so.

and don't get me started about those leaves from my neighbors trees that I have to rake up.....

I like living in the neighborhood with kids and pets and good families.

Midnight wears a spiked collar for a reason. She has beat up German Shepherds and scared pit bulls. Her main hobby on weekends is trapping our weekend pet Lab in closets and not letting her out. Yup, she's even a red file animal at the vet's meaning she's dangerous (but her attack on the vet's ass was oh, so hilarious).

Midnight could definitely have taken on that old lady.

neighbors just like this--the ultimate definition of "the neighbors from hell"-- constantly calling the humane society on barking dogs (they constantly trapped cats and took them to the humane society) and the cops on the bar across the street, and on the neighbors who even looked at them cross-eyed. It got so bad that the police dept created a special squad of officers to respond to them.

they were truly a nightmare, and the neighbors threw a party when they finally moved.

210. Nearly everyone on my street owns a dog, including me.
There are three families, however, who keep their dogs outside all day long and they bark non-stop. I can handle some barking, but constant barking all day, every day is just too much. The rest of the neighbors have all nicely asked the barking dog owners to do something about it numerous times. The barking dog owners are nasty, angry people and did nothing to address the situation. We then had no choice but to call animal control. I'm assuming they were all fined because these dogs are no longer barking continuously. It's a much nicer place to live. The owners of the barking dogs have been the neighbors from hell.

I love my animals. So much so that I keep them in my own yard. Well the dog anyway. The cat owns the house. On the other hand, my neighbor sees nothing wrong with letting his dog "roam" loose. In a neighborhood of 50x120 lots, no less. I have a BIG problem with that. You see, cute little "Buddy" uses our landscaping as his toilet...while the neighbor sits on the porch and watches. WTF? Would I take the guy to court if he started barking at me? No. Is it the sign of a bad neighbor when one cannot control the behavior of their own pets? You bet. If somebody's cat was using my flower beds as a litter box I'd be pissed. I don't let my dog soil my neighbor's property. :shrug:

I always found verbal harassment laws to be restrictions on freedom of speech and the First Amendment. It's basically saying "You're free to say whatever you want....but you can't say this." It's Humans that value 1 kind of plant over another and insist none other can grow THERE destroying the very biodiversity that we need to keep rhododendrons able to exist,it's humans that invented dumb things like lawns to waste gas on mowing and water on watering spread poisons on to stop weeds that pollute the world with to nurture of all things grass, or only or certain flowers, plants that please the selfish eyeballs of humans or to make space for a few plants only humans who pissed first on that square of dirt are permitted to eat or who pay can eat. It's humans who can't handle cat poop or thier own poop the way Nature handles it way before we invented lawns..It's humans who,hate deer eating the rhododendrons as we rip up every wild space and turn it into something OWNED..and it is WE who expect a cat to be like an obedient contained little person..It's it's any living thing capable of love that gets hurt when they lose a friend. We are truly a selfish,controlling ,sick,petty, small species overrunning and ruining this wild Earth .

In Nature even though wolves and other animals have territories they do not control who goes there or what can grow there..They tolerate biodiversity until what goes through is an actual threat to life and limb of their pack a rabbit is not a threat a cat is no threat ..humans have blown the idea of territorial defense out of all sane proportion.Humans are a destructive,narcissistic,controlling,stupid small minded species when it comes to how we deal with nature.It's SAD.

A neighbors dog killed one of my cats and I was not told until 20 years later how he died. THe dog bit people yet because this man was a neighborhood"patriarch" nobody said anything to defy him.

Property is a strange thing a psychotic thing,because a popular man among the men in my neighborhood a "good ole boy" owned a vicious dog who killed my cat bit kids, ect..he was not confronted because of who he was.. His dog terrorized the neighborhood. Compare that with a crotchy old lady complaining a beloved cat is pooping where she doesn't like.The cat never bit her the cat did not damage her person or kill her companions. Yet she thinks it's ok to bully a too obedient parent into taking away a kid's FRIEND probably to a shelter to die?

There are so many double standards ,favoritism and status games going on with property issues there is no sanity with this mess just bickering over control most often by people who are narcissists with no negotiation skills who'd rather just dominate than interact with someone else like a human being.. It's stupid It seems the more popular or high status you are,in the neighborhood feeding chain and if you are the annoying squeaky pain in the ass to authority figures you will get whatever you want..Our culture always favors the narcissist the sociopath the bully bullshit games over supporting genuine relationships of equality and mutual respect.
Because our society is sick too much is built on colonialism,individuality without relation,inequality,competition, domination and control.
