Are these Marines involuntary recalls new with the * administration?

A * supporter told me today that it's nothing new and that it was the policy back in the 70's when her husband was in the Marines. Does anyone know?

1. I believe there were some recalled in GW1, Korea and Vietnam

I think mainly for instuctors, I believe some pilots have also been recalled for previous conflicts.
