Is Bushco mostly malevolent, apathetic or merely incompetent?

Last night I watch Part I of Spike Lee's EXCELLENT documentary on HBO "When the Levees Broke". Before Katrina I really thought his administration was malevolent and apathetic, but I thought they were competent at least - at least in doing what they wanted to do.

But you think about it, Fucking up Katrina also fucked up any incumbent's chances who was tied to Bush. Fucking up Iraq fucked up their own oil profits, and outing a CIA operative full scale turned their only government ally (the CIA) against them.

Sure they may be apathetic, and malevolent - that's obvious.

But they also have NO FUCKING CLUE WHAT THEY'RE DOING.

Period.

I'm betting that part II will show clearly that george simply doesn't give a shit about poor people, especially poor black people. Separating families, shipping them to Utah and Idaho for Christ's sake. We watched as it happened in surreal slow time, but Spike Lee's genius allows us to see it in black and white, yin and yang. No food, no water, babies that "won't wake up" while george dances. Our "war president" is a flaccid fool.

They have shut down the biggest competitor to the US/Saudi oil conglomerates. Gas is $3.00/gallon; oil is $70+/barrel. Mission Accomplished®.

They've demonstrated over and over their complete inability to do things right, even when it's something that would tend to help them. They do take a little more interest in the things they care about, but even then their record is one of bumbling. Their level of success, such as it is, is entirely testament to the inertia given to them by 9/11 and some skillful propaganda. So I suppose you could say that they're malevolent as well, in their propaganda efforts and their complete disregard for laws, but most of their worst fuckups come from being simply oblivious, arrogant, and incompetant.

Because I think everything is going pretty much according to their plan. Do you think they WANTED to save New Orleans? No fucking way! We have yet to see ANY serious political fallout for those guys because of Katrina.

Oil profits are higher than EVER -- whether Irag is fucked up or not.

If they WANTED to be competent, they could be. Their incompetence is a side-effect of their malevolence -- like an abusive parent. Yeah, they suck at being a parent... because they're evil!
