2. Hardly.
I know of that move. Race car drivers do something similar (not as bizarre, though) in order to increase the adhesiveness of their tires.

Guy's just trying to psyche the cops out.

Even though, at the end, it seems like the panel of the fence to the right of the screen IS down. Maybe it's just not a clear enough picture...
