Lots of highly motivated people in the organization, not including the political appointees. Many of the best professionals bailed between 2001 and 2005 because they could tell the organization was being wrecked and they didn't want to be there when The Big One hit. Well, Katrina was The Big One.

Michael Brown was so fucking stupid that the Katrina response was doomed before it got started, and the cleanup/reconstruction doomed because Chertoff isn't a lot brighter than Brown and he's a total toady who can't see outside of the demands from his political bosses.
