Is there even one example of a wiretap request that FISA turned down?
If so, on what grounds did they reject it?

Even when they deny one, it stays secret.

Between 1995 and 2004, the FISA Court received 10,617 surveillance requests, and they approved all but 4.

:tinfoilhat: anyone? While I can't prove a damn thing, I think * wiretapped key Democratic campaign headquarters and politicans offices.

That's why he went around the FISA courts, which is, according to this chart and various reports, notoriously easy to get
approval even after the fact.

On Edit: it was his 3rd year in office, not his second. :dunce:

17. As far as I know they've been used since 1979 (probably earlier)
But the FISA court was established so there would be
another layer of oversight for these wiretaps. Even though they could be obtained
up to three days after the wiretap, the FISA court didn't turn any down except for the 4 in 2003.

There was a most excellent post made when the warantless wiretaps became public several months ago
that explains it (and the connotations of *'s abuse of the system) much better than I could.
I'll see if I can find it.
