According to Sy Hersch, the US and Isreael had been making plans for an attack on Lebanon weeks before the July 12th start.

There had been border skirmishes between Hezbellah and Israel for years.. The plan was to wait for the next one by Hezbellah, and use that for an all out attack on Lebanon. They had hoped the attacks would have brought Syria, the Iran into the war... but again the assholes miscalculated!
