Does it really make a difference? If everybody thinks Cheney is a freakin' whack-job who is actually nuts enough to attack his own people for political gain, does that diminish the fear level? IOW, when the people hear Cheney say "If you elect democrats, Al Qaida will burn down your house and eat your babies!" does it really matter whether or not the FEAR induced is fear of a genuine Al Qaida attack or just fear of Cheney flipping his lid?
