Caught on film just before the arrest

Caption: SUSPECTED OF MASS MURDER; Terror suspect Tayib Rauf (to left) was filmed while visiting a supermarket in Birmingham just hours before his arrest.

Why the drama? He was at a supermarket, not at the airport on his way to blow himself up. Why the grainy picture, and not a mugshot - is it to remind us of other grainy pictures, of terrorists on their way to 'work'?
