It's called using your brains, GOOD POLICE WORK, and cultivating sources in the community that will watch for radicalism.

Bush has been allowed to get away with too long, when Kerry asked him what he was doing about
terror in 2004; he responded with:

one of his oft repeated talking points

"We held to account a terrorist regime in Saddam Hussein."

Saddam had nothing to do with 9-11, the hijackers, or terrorists plotting to attack the United
States, Iraq is not a milestone of the War on Terror but an expensive detour.

6. Heard a piece on NYC terrorism task force on NPR

Just with regular good policing, NYC is able to do so much more for itself than the FBI can do for them. The police have cultivated local sources, plus they look like the community they serve. After 9/11, the FBI still looks like a bunch of Hoover-picked fresh-scrubbed white boys from Kansas, impossibly easy to pick out in any group. But members of the NYC terrorism force look like New Yorkers, and look like "the terrorists" and speak the languages needed, because they were pulled off the force, and that force had been drawn from a wide variety of immigrant communities throughout the city.
