Mexico Goes for Partial Recount
Mexico, Aug 7 (Prensa Latina) The Mexican Judicial Electoral Court (TEPJF) decision to partially recount votes will be enough to clarify if there were irregularities in the July 2
presidential election, experts asserted. TEPJF sources said the decision by seven judges to order recounting 11,839 electoral packages could even lead to declaring the elections null and void. The minimum difference established among candidates Felipe Calderon (PAN-Accion Nacional) and Andres Manuel Lopez Obrador (AMLO) of Por el Bien de Todos coalition, of 250,000 votes, and a possible variation of the number obtained by each of them, seem to reveal that the end of the post-electoral conflict still lies ahead.

The court representatives asserted that the new count of 9.09 percent of the votes is significant, and if the election was riddled with inconsistencies and mistakes, as the coalition asserts, the problems will come to light and will need consideration by the judges. Specialized TEPJF personnel will begin the five-day partial recount of votes cast in 26 states of the nation on Wednesday, before representatives of the political parties. More than three million of the 41 million votes cast will be counted again, but those in charge will not be authorized to announce any result. Coalition supporters had agreed to follow Mexican President Vicente Fox wherever he goes, to protest and ratify their demand to recount the votes. The president, while remaining silent on the huge peaceful protests led by AMLO, told media on Saturday he respected the TEPJF decision not to recount all the votes.

1. Yeah - Ohio was recounted that way - a select "representative" count
the problem is the Sec of State gets to do the selecting.
