Who is paying for Cheney's bunker?

Whilst I'm trying to use this as a metaphor for the wanton spending of a Republican-controlled-House-and-Senate, what I really want to know is... has Dick's new underground bunker been "gifted" in any way?

The last time I checked, any gifts over a certain value must be declared. In the interests fo full public accountability, should not Mr Cheney's tax returns, and Halliburton's books, be reviewed to ensure there has been no impropriety?

i'd like to know more about this too. the press has been very quiet about it. last thing i heard, is that people were getting upset about the noise being produced during construction. then....nothing.

... think is coming? Is he involved in the planning of what is to come? Why aren't the press on his butt?

My "conspiracy theory" is that there will be an "October surprise" which benefits the ruling war party.
