2. This is the kind of question...
...that seems intended to breed apathy. Clearly reform should lead to meaningful change. The question implies that it may not which implies that there's something deeply wrong with the system (big surprise). The question allows you to express your cynicism in a passive way. (Which all polls do I realize to some extent.) The question really should be something like "Would you support mandatory life sentences for members of congress who are found guilty of egregious ethics violations?"

How about some interesting poll results from the Sun-Sentinel...

Dec. 27 President Bush has approved electronic spying on people in the U.S. suspected of having terrorist links, bypassing a secret court that is supposed to OK such wiretaps. Do you support what he did?
