Help! How do I find the title of a petition that got signatures?

Help! How do I find the title of a petition that got signatures?
Say a petition was circulated for signatures. It had a title to it, say, for example THE PETITION TO BAN PIT BULLS.

Ok, but I never saw that, but now that law will be up for a vote in Nov. it is listed in the sample ballot.

Let's say it is titled An ACT TO REQUIRE PIT BULL HEARINGS (they really do have them in California). How do I know if the title was the same or different in both cases? Anyway to verify what the petition title was compared to the sample ballot?

Or is the sample ballot always the same title as the petition was?
