If Bush Reran 2002 Strategy with Iran, would it work?

In 2002, Bush made sure to get the Congress on Record as supporting his adventure in Iraq before the election - it let the Republicans look tough on defense, and, of course, Democrats were afraid of voting against a war measure righte before the election.

Could he pull a similar stand with Iran? Keep it vague enough so that it doesn't commit him to going to war, but gives him the power to do so should he choose to? While shaming the Democrats into supporting another of his miltary adventures (or mocking them as cowards and weak on defense if they fail to)?
