Arlen Specter says "Impeach", and people complain
We saw this on the Colbert Report last night.

It is the responsibility of the Congress to impeach the President if he broke the law.

What do some people not see in that?

Bush IS NOT a King, he IS NOT a God, and he IS NOT a Dictator.

If he breaks the law then he will be punished.

All you people who complained to Specter and to Stephanopoulos need to go somewhere where the 'Leader' has no fear of being ousted, try living under the Monarchy in Saudi Arabia or under Robert Mugabe, all you people who don't want to see Bush be held responsible would love living under those people.

3. Specter is from the, "moderate, progressive" wing of the GOP
(Rockefeller, Javitz, George Romney, Schweicker, Thornburgh before he went to Washington, Scranton, ....) who sometimes did the correct thing.

5. "If he breaks the law"
Ah, there's the rub. In order to make an official determination as to whether Bush broke the law or not, you'd have to have an investigation. And so far, the Justice Department seems to be just okey-dokey with whatever the Executive is doing. And oddly enough, for a bunch of law-and-order types, the GOP folks who control Congress seem to have just slightly less curiosity than your average pro wrestling referee about the legality of what the President is doing.

So, pious declarations of fealty to the Constitution and the laws of the land are nothing more than window dressing unless the political will is there to investigate and determine legally whether the President has broken the law. If the cops don't catch you, it's not illegal, and the cops just aren't too nosey about what's going on at 1600 Pennsylvania Avenue.

6. Impeachment is not a legal process but a political one
And Congress has no obligation to impeach. However, once the president leaves office, he is no longer immune from lawsuits or criminal charges. I expect that is why the White House is so desperate to pack the Supreme Court.
