Congress, Institutional Memory, And Israel
I don't believe it's as simple an equation as AIPAC owns Congress. The support for Israel is rooted deeply in the Institutional Memory of that body. In other words, support for Israel, really is knee jerk to a certain extent, because the Congress has always supported Israel, and a mythology has grown regarding that nation. Reducing the equation to AIPAC influence disregards a deeply rooted psychology of the relationship.
