I think he genuinely feels bad for these people. And then he'll go and veto the bill anyway. Not because of some kind of principle, I might respect it if it were for a principle even if I disagreed but for two reasons: Firstly, because absolutely everything is subserviant to keeping him in power. Everything, the word is an absolute. If raping Barbara Bush with a cactus on the Whitehouse lawn would preserve his power, he'd do it without a second thought. Secondly, because there is a fundemental disconnect with Bush. Since he, like most conservatives, believes the government can never do anything good, it's only a short step to thinking government can never have any real effect at all. He fails to emotionally connect that his actions have consequences. Perhaps he mentally understands that vetoing teh stem cell bill will kill a lot of people but on an emotional level, he simply doesn't comprehend that his actions will have that effect. I seem to remember that's one definition of a psychopath (no shortage of them in politics).
