Bush himself told terrorists that banks would be monitored

If they fail to help us by sharing information or freezing accounts, the Department of the Treasury now has the authority to freeze their bank's assets and transactions in the United States....

I mean what's so hard to understand about this? Sharing information is sharing information, and Bush made his intents clear.
Perhaps Senator Jim Bunning should accuse Bush of committing treason.
