I was recently reading a comparison of the USA and CSA constitutions. When the CSA was formed, they based their constitution on the US one but added some changes, mostly to protect states rights.
There was one change, however, that caught my eye.
US Constitution:
"The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session."
CSA Constitution:
"The President shall have power to fill all vacancies that may happen during the recess of the Senate, by granting commissions which shall expire at the end of their next session; but no person rejected by the Senate shall be reappointed to the same office during their ensuing recess."
The CSA Constitution prohibited the President from using recess appointments to sneak in nominees rejected by the Senate. That means no Bolton at the UN. Not a bad idea.
Edit: On second thought, Bolton was filibustered so it wouldn't affect him.
