America's war and occupation, with the formation of Iraq's new government, has become the Iraqis' war for nationhood. America's struggle to sow the seeds of democracy in Iraq has become an Iraqi struggle to pull the weeds, till the soil and make those seeds grow, albeit with continued help from the United States and its partners.
In 1973, the United States withdrew ground forces from Vietnam and turned the fighting over to the South Vietnamese following successful peace talks with the North. The North, however, later broke their pledge and staged a full invasion of the South. When South Vietnamese military resistance crumbled into a panicked rout, Ho Chi Minh's forces pushed to Saigon in 1975.
"The problem in Vietnam was not that Vietnamization (of the war) was a failure. Vietnamization was successful. The problem was the North Vietnamese invaded the country and we didn't do anything to help the South Vietnamese stop them. In fact, we cut off all the aid and assistance," Carafano said
"The whole term nation-building is stupid," Carafano commented. "There is no example of a nation building another nation. Nations rebuild themselves.
