Clark Co. DA files charges against county Recorder: THEFT, FRAUD
The Clark County (Las Vegas) District Attorney's Office today filed 19 charges against Clark County Recorder Frances Deane including theft, fraudulent appropriation of property and misconduct of a public officer. A Justice of the Peace set bail today at $20,000 for Deane. The records pertain to large blocks of grants and deeds pertaining to real estate transactions.

Deane faces four counts of fraudulent appropriation of county property, four counts of asking for or receiving a bribe by a public officer, four counts of misconduct of a public official, and three counts of theft.

Deane's attorney said she couldn't make the 1:30 p.m. hearing because she is recuperating from major surgery, which the attorney would not describe. Deane has until Friday to post bail or surrender. Police scheduled a news conference for 2:30 p.m. today.

Ms. Deane was elected in 2002 to a four-year term as the Clark County Recorder. She is also serving her second term as the Region 12 Director for the National Conference of Republican County Officials....

1. It never occurred to me that there was a National Conference of
Republican County Officials. Given that the elections are run by county officials, this might be a good organization to investigate a little further.

6. National Conference of Republican County Officials
This organization definitely needs a little more sunlight.

The National Conference of Republican County Officials (NCRCO) was organized and formed in 1979 as a Caucus within the National Association of County Officials (NACo). It became an Affiliate of the Republican National Committee (RNC).

Membership is available to all Republican County Officials, elected or appointed, in positions such as County Commissioner, Treasurer, Sheriff, Clerk of Court, Tax Collector, Recorder, Trustee, Juror, Judge, Property Appraiser, Supervisor of Elections, School Board Member, and other related titles throughout the United States, upon payment of annual dues.

Over the years the number of NCRCO annual dues paying members has grown from a handful to over 600. The potential pool for membership has likewise varied from about 10,000 to current estimates of 22,000.

NCRCO has been and is a grassroots organization where members come together and form a collective force to advance the Republican philosophy from a local elected official vantage point. Our goal is to encourage Republican County Officials to participate in a united national effort and strengthen our entire political process.
