I believe Edward O. Wilson semi-addressed this in "Sociobiology" in the seventies.

They are unable to think past their biological instincts, and completely unable to do, say, or think anything that is out of line with their Alpha-Male figure...whether that is their minister, their pResident, their boss...etc.

freud used the term "anal sadism". Meaning, ... anal retentive, his explans for greed... and sadomachocism... love of getting and giving pain. ie, cruel behavior. He felt both occured together in the fascist personality... greed and sadism. Why they are linked and appear together is not known. Perhaps genetics can explain that.
