He needs to solidify the business base that wants the cheap labor and the fundy right neo-nazis that hates spicks. You will see the no-solution militarization of the border to placate the nazi right and Bush support of amnesty to placate business.

It is a lose-lose scenario for the idiot. he failed to act for five years..
