Every cell phone is a GPS device so they can track every movement that phone makes.
Talk about having that feeling that someone is watching.

4. Yes, it's not GPS... but it's locatable using multiple cell towers.

The 911 Emergency response system made it necessary to locate cell phones within a 25-100 yard radius. While not all 911 centers have been upgraded, the cellular system supports this. It's done by the same signal strength detection that causes cell phones to swith from one cell to another. With three or more towers, the triangulation can get fairly close.
