The monitoring system is only triggered when unauthorized employees check the records. The system does NOT get triggered when someone, let's say a big wig in the State Department or the FBI, who has a security clearance accesses the records. This means that anyone with proper clearance from the Bush WH or any other governmental department could be looking at the information and passing it on without triggering the monitoring system.

I would not put it past this administration or its cronies to have looked at not only Obama's records but those of Michelle too. I'm sure they've been keeping an eye on everyone they consider "dangerous". Don't let the official dismissals that "it was only contractors" fool you.
