Kerry would do all he could to stop an energy only bill as well as vote against it
This is a good article on the political battle.


As the Senate looks more closely at dealing with climate change this Earth Day, Democrats have split on how much Congress can actually do this year. On one side is Sen. John Kerry (D-Mass.) and others behind the effort to pass a comprehensive bill -- a bill that would invest in cleaner energy but also put a price carbon. That’s critical -- despite what you might have gathered from GOP demagoguery about “cap-and-tax” bills, without a carbon price spurring private capital and ingenuity in the green-energy effort, dealing seriously with global warming will be a lot more expensive. Kerry is working with Sens. Lindsey Graham (R-S.C.) and Joe Lieberman (I-Conn.) to produce that comprehensive bill, a draft of which they will release next Monday.

On the other side are Democrats such as Sen. Byron Dorgan (D-N.D.), who favors taking a politically easier -- and, according to some reckoning, a more realistic -- path: passing a big energy bill that invests in cleaner energy but does not price carbon. A path that, Kerry rightly points out, would make it very difficult to pass a real climate bill later. The sweeteners that would probably be included in such an energy bill -- offshore drilling, nuclear provisions and other such things -- could not then be packaged with the less popular carbon-pricing scheme.

Going the energy-only route would be so inadequate, Kerry told me this week, that he would “probably” vote against an energy-only bill. And, he said, he would do even more than that. On the Senate floor, he would propose amendment after amendment derived from the comprehensive bill he is currently helping to draft. “It would be a very, very long process,” he said.

I hope Kerry isn’t forced to do that. If there is a way to pass sound climate legislation this year, Congress must find it. Because according to International Energy Agency, every year that America and the rest of the world fails to hit climate change head-on increases the inevitable cost of emissions abatement by half a trillion dollars -- and a lot of that, no doubt, will be money out of Americans’ pockets.

1. Seems like there will be no enery bill this year
Reid saying yesterday that immigration will come first. That + SC + election will suck the air (and time) from anything else.

2. That likely means that they do not have the votes
If so, it is better they have no energy bill rather than a just energy bill. This sounds like Schumer may have found 60 votes or they think that the immigration bill going down benefits the Democrats. (Here I would say that is iffy. It is true that the Republicans will anger the Hispanic voters, but I remember how enthusiastically the right fought this last time. Stopping it will be a major victory for them that will rev up their base immediately before the election. Before the Republican primaries, I doubt many Republicans up for re-election want to vote yes on this.)

3. We dont want an energy bill.It would be a catastrophy.

Happy to see that Kerry would vote against it.

As for the immigration bill, was there a link to Reid saying that or are you referring to the Hill article.

And I wished they got the vote for this bill, because they need to put people on record. The climate bill is critical, and it is shameful that Democrats are not on board for that.

Would not work in good faith to lower the amount of carbon. If they could all do that putting their egos and politics aside, they could work out the subsidies needed to help the areas most impacted. That they weren't was seen very early when many Democrats voted for the Johannes amendment that prohibited running something that priced carbon through reconciliation - this was done even though there was NO enabling language in the first place.

Strategically, if enough liberals vote against an energy only bill, they might be forced to come back to a comprehensive bill instead. The scary thing is the energy bill is written to give all the chips that could be used to get votes away.

I think there is something more to this going. It is interesting that all of a sudden we are hearing loud and clear those who want immigration reform.
Well, if this is true, I am made as hell at our party. Why would KGL work so hard for so long, and then set a date only to have it put on hold before it is even introduced? This makes no sense to me and I think old smuck Schumer is behind some of this.

And I did not hear that there will be no energy bill, just that they plan for immigration to be the next "big thing", the rest was just my inference.

Why Schumer?

Took me a couple of moments to figure out what you meant by KGL :-), not enough caffeine in the system yet I guess...

I am angry at this. Kerry fought hard to try to get something done this year. We may not have another chance for a long time. I just recall the talk a while ago about Schumer fighting Kerry over what was going to come next-climate change or immigration. Frankly, I think now is the wrong time to bring up immigration-another truly hot button issue like this will just ruin our chances in November.

I am aprehensive about immigration now. But then I am not hispanic and I think neither are you (not meant sarcastically by the way, just to make sure :-)). AZ did not help. And remember Gutierez (sp?) just before the health care vote?

One key thing is he is saying that the immigration bill is not ready - by asking how he is supposed to write something by Monday. This suggests one of two things - Schumer is really going off on his own, which risks losing Graham or even if he keeps him giving credibility to the RW talking point that Republicans are really shut out of the process OR (more likely) this is a political story with little real back up.

It could have been pushed by the reported Obama call to Scott Brown to try to get him to support it or it might simply be the political press likes the story of Kerry vs Schumer - especially where Schumer looks like he is winning. I really hate that way of looking at this - both of these are necessary pieces of legislation. Both could be political hot buttons in November.

It might come down to which Reid sees more chance of passing. Neither have an "easy" 60 votes - so, like with health care, the few still on the fence - on either bill - are likely trying to get something if they move to be one of the last votes. We are hearing more of that on climate change, I think, because it is further along. It also means we are indirectly hearing more rumors of what it contains. As the three Senators are holding the details close and have said that they are still negotiating details, it is likely the rumors are from Senators (and their staff) that the three are negotiating with. This also suggests that all information not sourced to the three might be framed by agendas of the leakers.

Now, Schumer needs to sell his bill too. I have heard almost nothing of any details. This could mean that Schumer has been able to convince people not to talk or it could mean that they are not yet doing the negotiations to get the final votes needed.

It might also come down to which, even in defeat, puts the Democrats in the best position. Here, I think climate change wins. If through Kerry's and Graham's heroic efforts they still come up short and find no path to getting 60 votes, it will be defeated. But that would lead to passing an energy only bill with as many amendments to help with climate change as possible. That and the EPA and the states and regions(without a federal climate change bill, there likely are enough Democrats to filibuster any amendment to stop the EPA or to stop state regulatory efforts ) could do whatever they can do.

If they do immigration, they risk having the Republicans run on them not having an energy policy as well on appealing to people opposed to a path to citizenship. I wonder if the goal is to do climate change and selection of the SCJ and to make it clear that immigration is the next big thing and they are seriously working on it in a bipartisan way. The question is whether this is enough for Hispanics, who feel they were promised this being worked on. (It is easy as a dispassionate observer to point out that given the economic situation in the first year, it was not the time to deal with it yet.)

I think Boxer has it right here in your link:
"Both immigration and climate have been important issues for Boxer, who is chairwoman of the Environment and Public Work Committee. But she declined to say which bill she’d prefer be taken up first. “Sixty is the key for me. Where do we get to sixty. They’re both so critical for the economy. We have to do more than one thing folks,” she said. “The more we get done the more we do.”

8. If not for Senator Kerry, this issue wouldn't even be at the forefront
He has been pushing for a climate bill for years. Now that all the cards are aligned, people are coming out of the woodwork to throw up obstacles. I trust him to put the best package together. Congress needs to get this done...this year.
