NAHA, Japan, Dec. 19 (Kyodo) — The Okinawa Prefectural Assembly on Friday unanimously passed an ordinance seeking the solution of environmental problems involving U.S. military bases in the southernmost Japanese prefecture, such as jet noise and soil pollution from leaked fuel.
Whether the ordinance can be executed as intended is open to question as U.S. bases in Japan are outside of its legal jurisdiction, critics say.
But prefectural assembly members said its passage reflects Okinawa people’s strong wish to address base-related environmental problems and that they want it to pave the way for solving such issues.
Under the ordinance, Okinawa is to ask the U.S. military to sign a pact to reduce noise and disclose information on soil pollution at bases the United States has agreed to return to Japan in the future.
The prefecture is to also ask the U.S. military to let Okinawa officials conduct an on-the-spot inspection of land at the bases, when necessary, in order to clarify causes and other details of the suspected environmental pollution there.
