Editorial: Reserve deserves funding

The Chief of the Army Reserve gets to mark two important anniversaries this month: A full century of the reserve component and his first two years on the job.

In those two years, Lt. Gen. Jack Stultz has reorganized and expanded the Army Reserve, leading a sweeping overhaul of how the force is organized, trained, mobilized and deployed.

He has kicked out more than 4,400 “non-performers” who were taking up space and payroll, and is converting thousands of soldiers from non-essential jobs into high-demand positions.

Stultz has pared call-ups from as much as 18 months away from home to just 12, and his recruiters are on track to meet the rising demands of a growing force.

Despite these improvements, Stultz concedes the force, like the active Army, remains “out of balance.”
