Editorial: Exchange bill off base

The issue of adult magazine sales in military exchanges has again reared its ugly head.

Rep. Paul Broun Jr., R-Ga., in office nine months representing a northeast Georgia district wedged firmly against the Carolinas, wants to tighten the rules over what kinds of magazines can and can’t be sold in military stores.

Congress created in 1996 a formal defense review board to rule, item by item and page by page, on exactly which products are “sexually explicit” and therefore barred from exchange shelves. Broun has introduced legislation to amend that law, expanding the definition of “sexually explicit” to include nudity if it is presented in a “lascivious” way.

Broun and his 15 co-sponsors — all Republicans, almost all from rural districts — are off the mark.

The military exchanges are self-funded institutions, supported by and created for service members and their families. Like it or not, many troops want to buy adult magazines.
