Begotten in the tumultuous days of the post election struggle, the Bush Presidency was officially born on January 20, 2001, at noon in Washington, DC. As many astrologers have already noted, the Inauguration Chart indicates a four-year term of tremendous difficulty. Not since the Carter Administration, has an Inaugural Chart augured so poorly for the chief executive. The predominant energies in Bush's birth chart over the next four years are warrior Mars and mystical other-worldly Neptune after an initially joy-filled cloud of charming Venus left over from the campaign. The Inaugural Chart reiterates this rather ominous pattern: a predominance of Mars and Neptune.
Bush spent most of his campaign under tremendously strong Venus energy. This bequeathed him an aura of charm and likeability that overrode many doubts about his competence. The "uniter not divider" theme is totally Venus as is his promise to stop the bipartisan bickering and bring people together. This wonderfully protective shield will be with him through mid-March. After that there will be a myriad of crises to keep him busy, but his Teflon coating and super nice guy aura will be dwindling rapidly and have evaporated completely by June. (The relevant planetary indicators of the above are: converse progressed Venus trine natal Moon exact in late October, 2000; converse progressed Sun square natal Venus exact in mid February, 2001; progressed Mercury conjunct natal Venus exact around January 1, 2001; and transiting Venus which will make a station on Bush's natal Moon Jupiter through mid March. The transit of Uranus opposite Bush's natal Venus through February will serve to further strengthen the powerful converse Sun/Venus progression.)
Also entering the equation immediately after the Inauguration is the transit of Neptune conjunct Bush's Descendant. To someone who already has a natal Sun /Neptune square and a 12th house Sun, such a Neptune transit can bring a real disconnect with reality. Combining this with the already glowing Venus feelings, we have someone who is moved by a self-deceptive euphoria of almost messianic proportions. While Venus is strong, there is very little negative feedback, and Bush continues on his merry way guided by his own inner dream. As has been noted by more than one writer, the Unpresident doesn't worry about a lack of mandate from the people, because he feels he has one from God. Neptune is at full throttle.
Another significant planetary factor in Bush's chart that makes the Neptunian magical fog truly dangerous is the progressed Mars square to the Sun. This brings in a strong, aggressive, and sometimes rash will that does not always think before acting. Combined with the Neptunian lack of reality-based decision making, this Mars progression leads to an assertive pursuit of not very grounded or well thought-out policy. A prime example of this is the reinstitution of the gag order on family planning clinics worldwide. The protection of life is the Neptunian ideal being aggressively sought that is divorced from the reality of the impact of the actual policy: an increase in illegal and often deadly abortions, a decrease in contraception, and an increase in poverty and AIDS. Another example is the Neptunian Faith Based Charities initiative that is being forcefully presented as a panacea but in reality will create a quagmire of bureaucracy and confusion.
Unfortunately, though the charming and friendly Venus will diminish greatly after mid-March, there are Neptune transits and very strong Mars progressions throughout much of the Bush Presidency. (Progressed Mars square the Sun, converse progressed Mars conjunct the Ascendant, and progressed Sun conjunct Mars, cumulatively from 11/00 to 9/05) These energies are mirrored in the Inaugural Chart as well as the US chart (Gemini rising). So much Mars leads me to believe there will be a great deal of military activity throughout the four years as well as fierce battles with the Congress. Anger and demonstrations are also likely in response to rash and aggressively pursued policies. On the other hand, the enormous amount of Neptune indicates a tendency to muddled thinking and decisions based on some idealized and vague philosophy rather than fact and a realistic appraisal of the situation.
In addition to its disconnected and otherworldly qualities, Neptune also suggests loss, scandal, confusion, and disillusionment. Significantly, Neptune will be transiting the all-important Midheaven of the US Gemini chart in 2004 while at the same time quincunxing Bush's and the country's Sun. The Midheaven in a nation's chart is indicative of its ruler as well as the nation's prestige. I fear that George Bush will end his presidency in a whimper, having led our country to a loss of respect and power in the world during his time in office that will be the great task of the next administration to heal.
