Question about rectifying birth time in charts

my karmic saga with my ex is continuing - it have not seen hi since mid 1993 or spoken to him since 94.
I am trying to figure out this enormous soul contract and I know his birthday is 10/04/1958 but I just have this mental block about the time I used to know. I think it was in the middle of the night or something, and it should be easily discernible from his sociopathic personality traits, or so I thought...and it is not - a major loaded curve ball is about to hit him soon (from my camp), which he should no longer be able to ignore.
So, how do astrologers "rectify" birth times?...

1. I am also trying to find out someone's birth time

and have been trying to find an affordable service online. I think it's a difficult and time-consuming process, which explains why the websites I've found offering this service charge a lot of money.

FYI: The sites I've visited ask for birth date, location and ten life-defining moments (birth of child, marriage, divorce, major illness, etc.)

2. It is a difficult process.

It would be far easier to write the place he was born and ask for a copy of his birth certificate, although that may be harder than it used to be.
It can be done, but it can take years to really see if the found time is correct.
