Dozens of dogs wailed mournfully as the sun started to set and a bagpipe began its melancholy tune.

The dogs -- and their handlers -- came from police departments across Southern California on Tuesday to say goodbye to one of their own, Basko, a Redondo Beach police dog who died earlier this month after eating cocaine during a certification exercise....
