3G broadband download speed slow.

Dell Inspiron, Windows XP, IE6

When I pull down an MP3 off this connection, the speed is averaging 18Kbps.
According to wireless network connection indicator, I have 237Kbps available.
When I did the speedtest, it pinged downloads at 153Kbps and upload at 500.

I got something called Fresh Download, a download manager, but I don't know
if I should install it. Is there some way to optimize the download speeds
I'm getting? At this point, I have to open the Keith Special Comment and
wait for about 10 minutes for the whole thing to come down before I can watch
it.

1. Could be several things

Connection speed doesn't guarantee download speed. While you may be connected at 300K, the server you're downloading from may be bogged down and only able to deliver at 20K. A lot of phone providers purposely throttle you down if you download more than so much per month.

I average between 150MB and 200MB a day I think. I'm on a
5GB-a-month plan.

So I guess my question is do the download managers help, hurt,
is there anything I can do to get this service up to video-on-
demand speed? This is going to make me nuts.
