Another electronics question (re: circuit board, pcb, solder)
I'm trying to figure out what is wrong with an LCD monitor, and Google tells me that this is a common problem and is easily fixable (for solder-skilled electronics-savvy types, which I'm not).

So first order of biz after disassembling the thing was to visually inspect the boards for either blown capacitors or dry joints. I know what a blown cap looks like, but not so sure about the dry joints thing. But anyway, cannot see anything obvious, except one area where the solder is bridging two components. Thing is, one of them is a fuse, and it occurs to me that I have no idea if it's supposed to be this way or not. It is a fuse after all, so it needs to be aware of what's going on, but whether a "solder bridge" is the way this happens,

Is this an easy question to answer? I'm hoping that it's painfully obvious to someone.

Because if there's never a reason for a solder bridge, then my first thing to try would be to remove it.

So, the two components are: 1) fuse and 2) one of 3 legs of the power inlet (thing power cord plugs into).

I checked the fuse with an ohmmeter and it seems to show the fuse is ok.

Any input appreciated!

Not a PCB but you get the idea.
I would be much more interested if it looks dull or cracked.
