1. A bit misleading

There's considerable defense spending in the budget appropriations for other agencies. E.g., Dep't. of Energy maintains and builds nuclear weapons. Some NASA and biological money is really DoD money but isn't accounted that way. Even Agriculture does some defense work, I believe.
