1. Since we really do not know for sure what the plan entails and covers
at this time, it is hard to say.

2. Not at this point, no.
Nothing would be better than the three main bills being considered. Now, if they were to get rid of the mandate for the uninsured to buy insurance, I would call it much better than nothing.

3. It is for some people
specifically those with pre-existing conditions that can't get insurance at any price, and who could otherwise afford it.
