BREAKING: El Paso votes to reinstate DP benefits
http://www.dallasvoice.com/el-paso-votes-reinstate-dp-benefits-1079787.html

Following a two-hour public hearing, the El Paso City Council voted 5-4 this afternoon to reinstate domestic partner benefits for city employees.

About 20 people spoke during a public hearing on the proposal introduced by Mayor John Cook, who broke a 4-4 tie with his vote.

The ordinance that passed today supersedes a ballot initiative approved by voters in November that would have stripped DP benefits effective Aug. 1.

4. That certainly is not California style direct democracy
Would someone knowledgeable help out by explaining how they were able to do that?
