Teachers' seniority rights at issue in Cleveland
CLEVELAND – Teachers hoping for a new contract with the city school district are concerned about a proposal to weaken seniority rights.

District CEO Eugene Sanders has acknowledged the idea has led to difficult contract negotiations. Barring an agreement on concessions, Cleveland is set to lay off 546 teachers in June.

The cuts would effect large blocs of staff in 10 popular “innovation schools,” where side agreements with the teachers union allow principals to disregard seniority in hiring. Such newer teachers would be among the first to be laid off.

Union leaders are wary of giving up all seniority rights without a trustworthy alternative, and they said the issue could lead to a strike.
