Abortion Foes Win Ruling on Election Finance

A federal judge has ruled that portions of state campaign- finance reforms designed to limit corporate influence on elections do not apply to an anti- abortion group even though it is a corporation and clearly has engaged in political speech.

While the Colorado Right to Life Committee has accepted small corporate donations, U.S. District Judge Walker Miller ruled Friday that laws designed to ban corporate election funding do not apply to the group because it is a nonprofit, ideological corporation that gets less than 1 percent of its revenue from corporations.

"They are the type of organization that the (U.S.) Supreme Court has said can't be regulated by campaign-finance laws," said James Bopp, who represented Colorado Right to Life against the Colorado secretary of state.

Attorneys who represented the secretary of state's office action could not be reached for comment Monday afternoon.
