Turns out the Colorado SOS is a Republican running for Congress - wife worked for RW republican governor.

I emailed the Denver Post and asked if they planned to do an investigative piece. I know nothing about the paper's editorial slant, but who cares? It's a potentially big story and if the race is close, a rigged vote could swing the election (and NOT for Obama).
