The caretaker government was first introduced with a political consensus of all political parties in 1990s when the autocrat president of Bangladesh government was forcedly resigned by mass political movements. The mass people at that time thought the caretaker government would be formed with some neutral persons who would conduct a fair election. All elections under caretaker government were marked a question of authenticity. Recent political row on election engineering revealed that he concept of caretaker government is basically dysfunction, it does not have any function to conduct election and did not fulfill people’s expectation because it is used to cooperate election commission in bureaucratic manner and run the country as usual.

For democracy, electoral legitimacy produce effective governance, it is a central theme of political strategy for political peace agreement that promotes democracy and catalyses profound political change in a society and encourages honest and socially committed intellectual people to contribute their strengths in politics. A successful election not only confers legitimacy of a government but it also fulfils citizens’ expectations establishing accountability, channeling political competition, and determining leadership succession without political corruption but it was not observed in Bangladesh because intellectual society do not like to be humiliated by politics. This apolitical attitude of intellectual people is not a good sign for a nation. I believe that the courage ness of political conviction is the virtue of intellectuality and that produce civic responsibility. The desired ness of Dr. Yunus in politics reflects such responsibility. So this Civil Government should be realistic to speed up its reform programs introducing some regulations for creditable political activities that make a space for Dr. Yunus and other good people in politics and it would initiate a structural change from so-called dark democracy to transparent institutional democracy.
