Mexican electoral court rejects recount ! ! !

Court didn't totally reject a recount, but allowing only 10% (per NPR news) of precincts to be recounted is a joke! Anyone have a link showing which precincts will be recounted? Can anyone be an international observer for the recount?

4. Full reconciliation is doable, but proving an intact chain of custody,
for every recounted precinct, is going to be a massive problem for Mexico. It is the Achilles heel of elections everywhere, though, no matter their form (paper or plastic). Even in counties in the U.S. where the chain-of-custody process is tightly prescribed through a combination of state statutes and county administrative rules and procedures, it is only effective if everyone involved in that process is a rigid adherent. A 99.99% compliance rate constitutes failure. We must solve for that, here in the U.S., and in Mexico.
