Kaptur alerts colleagues of unfolding scandal
Brown says illegalities put presidential election in question

The $215 million loss - coupled with a failed $50 million rare-coin investment with Tom Noe, a prominent Republican campaign contributor - have given Democrats political ammunition against the GOP, which has dominated state government for years.
Democrats such as Miss Kaptur and U.S. Rep. Sherrod Brown of Lorain say the latest scandals mirror problems in Washington and even call into question the results of the 2004 presidential election.
"Shame on the governor of Ohio," said Miss Kaptur, who put The Blade's Tuesday online story breaking the news of the $215 million loss into the Congressional record. "Shame on the state officials of the State of Ohio. What a tragedy they have perpetrated on the people of our state."

COLUMBUS — Gov. Bob Taft’s office learned seven months ago — not this week — that the Ohio Bureau of Workers’ Compensation had lost $225 million in a high-risk investment.
In an Oct. 26, 2004, e-mail to Taft aide James Samuel, the bureau’s administrator-CEO, James Conrad, wrote that the “entire value” of the portfolio managed by MDL Capital Management was down about $225 million.
Mr. Conrad also alerted the governor’s office that the bureau had rejected MDL’s request for another $25 million and the firm was in danger of collapsing, which he said would be “likely to make national news.”

TAFT and PETRO (OH Attorney General) knew of this huge loss in October '04 put failed to notify public. Hmmmh....Do you think it might have been politically motivated? Kudos to the Toledo Blade, THE premier investigative paper in the country! Is a Pullitizer in their future?

1. ALL GOP thugs use Enron style accounting because THAT'S WHAT THEY DO.
They're doing it with the federal budget, and in every statehouse and government program they touch.

Republicans are crooks who only care about how they and their cronies can line their bank accounts with the working man's dollars. They really need the money for that 2nd and 3rd home and the mistress needs her boob job redone.

2. that`s the first thing i thought when it was
posted yesterday that taft knew about this in sept. he sat on it so the republicans wouldn`t lose ohio. how far up did this knowledge go-to karls office? to diebold? i commented about this but i don`t think anyone realized what happened...

3. It's not just Taft, but OH Attorney General Petro, who you might remember
placed sanctions on the attorneys who contested the Ohio election! And he is running against Blackwell for governor in '06.

15. I have to admit, I've broke away from involvement from the Ohio Dems.
The state leadership leaves something to be desired. They denied there were problems with the Ohio election to the point that the Chairman of the Franklin County (remember this was the county which incurred extremely long lines in high dem areas) Dem Party called those who said different "conspiracy theorists" (Bob Fitrakis later got him on record admitting machines were directed away from inner city precincts to the suburbs) at a House Administration Hearing. By the way this individual was also the Chair of the Franklin County BOE.

I wish Howard Dean would come in and kick a few butts here! That being said there are progressive groups in Ohio working at finding viable candidates. I have decided to focus on election reform and investigating Coingate in relationship to the Lucas County BOE problems/Diebold machines.

17. Thanks for the reply. This really helps me understand the situation.
I knew it was bad but not that bad. Bles you hearts, all of you reformers in Ohio. I'll bet this is one of Dean's biggest challenges. Sounds like a good time for in "insurgent" candidate. The Franklin County story is just amazing.

/Lucas County BOE investigation of problems connection, but no luck so far. It is nice to see the PREMIER newpaper in the country in Ohio. Shame on the NYT and POST!

8. It plays out like it was straight out of a Detectives Novel.....
Thomas and Bernadette Noe run the BOE for Lucas County, and under orders of Blackwell see to it that the "integrity of the ballots" is compromised....Warren County is ordered to be locked down, and precincts are switched on all the provisional ballots.

Blackwell is later found to be working with Ralph Reed, and part of the ugliest investment scandal anyone's ever seen with bungling money on illegal coin investments and everything else one can imagine....

After the BOEs are all fired, Sherole Eaton, who blew the whistle on Triad problems in Lucas and Hocking County gets fired. Blackwell letter confirms he was treatening members of both parties the entire time, to follow his orders. Ohio scam 2004 looks to go even deeper.

Up at the top of all this is Karl Rove, I guarantee he's watching everything....He was the one constantly calling Tom Noe and Ralph Reed and he knows where the "invisible grass roots" efforts are.

9. Heres a little more scoop in case any newbies are joining us:
Tom Noe is under federal investigation regarding the loss of $ 12 million rare coins from the $ 50 million dollar investment by the Ohio Bureau of Workmens Comp (BWC).Bernadette Noe and Tom Noe both have links to the Lucas County BOE. Ms Noe was Chairperson of the Lucas County BOE during the past election. I hope you have taken the time to read the SOS's Investigation of Lucas county following the election:

This report includes the fact that REPUBLICAN VOLUNTEERS were allowed UNSUPERVISED ACCESS to UNSECURED BALLOTS prior to the election, as well as this list:

*failure to maintain ballot security
*Inability to implement and maintain a trackable system for voter ballot reconciliation .
*failure to prepare and develop a plan for the processing of the voluminous amount of voter registration forms received.
*issuance and acceptance of incorrect absentee ballot forms.
*manipulation of the process involving the 3% recount.
*disjointed implementation of the Directive regarding the removal of Nader and Camejo from the ballot .
*failure to properly issue hospital ballots in accordance with statutory requirements.
*failure to maintain the security of poll books during the official canvass
*failure to examine campaign finance reports in a timely manner.
*failure to guard and protect public documents.
*failure to guard and protect public documents ....etc.

Tom W. Noe served as the Chairman of the Lucas County Republican Party from 1992-1995 as well as on the board of the Lucas County Board of Election from 1993-2003. He was also appointed to the Ohio Board of regents in 1995.

It was during his tenure on the BOE that Diebold machines were brought into Lucas County.

There were so many problems concerning the election in Lucas County, including with the Diebold machines. Here is a report from an observer of the re-count in Lucas County:

i was a witness for the testing of the optiscan machines on tuesday the 14th.

what is puzzling to me, after the tests of the scanners were finished, the witnesses were not allowed to compare the hand count results to the printed results from the scanners. the ballots, the hand count sheets and the printed tapes were all taken away, to another room, out of sight of any witnesses and about 40 minutes later, the director comes out and tells us everything checks out.

we go to lunch and when we come back, we find ourselves waiting in the lobby. why? we were waiting for diebold to reprogram the scanners. what? didn't they just verify that everything was on the up and up? what is the need to reprogram the scanners?

also, during the testing process, one precinct, sylvania 3, continuously had the test ballots spit back out at least 3 times for approximatley 50% of them. during the election, how many times did this occur and what poll worker is going to stand there and continuosly feed the scanner to get it to scan 1 ballot? therefore, how many of the ballots were put in the spoiled pile that were really not spoiled?

another thing that was very interesting was the two people that i was witnessing actually did not know how to run the scanner. are they the type of people that were the normal who were overseeing the election? am i crazy? what is wrong with this picture?

after witnessing the fiasco of a test recount being conducted at the lucas county government center, i am definitely for scrapping this election and having a re- vote. there isn't any other way we are going to get a legitimate election.

10. Blackwell tried to whitewash himself out of the Ohio fraud...
But it ended up sweeping him up anyway because of his million dollar coin contributions. :wow: Stay tuned, the pot is turning on full blast in Ohio and Florida.....

14. Thugs attempt to stack BWC Investigative committee 4 to 2. UFB!

This from Friday's Toledo Blade:
It's all about enriching one's political friends and impoverishing one's enemies.
That's why an attempt by legislative Republican leaders to stack their own newly created BWC investment review committee with four Republicans and just two Democrats is such a stupid idea. Unless the Democrats have equal representation, they will not participate, and the committee will have no credibility at all.
